2019 CONGRESSIONAL RECOGNITION OF EXCELLENCE AWARDS (CREA)

The Congressional Recognition of Excellence Awards (CREA) showcase and recognize the various ways Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) federal funding is used in Los Angeles County communities.  These federally-funded programs and projects improve the lives of residents residing in Los Angeles County through projects and programs such as affordable housing developments, residential rehabilitation, public service activities, public facility improvements, and job creation activities that predominantly benefit low-to-moderate income youth, seniors, and families.

In support of our regional advocacy efforts, the CREA program is a useful tool that helps CDBG and HOME entitlement cities and Los Angeles Urban County participating jurisdictions spread awareness to U.S. Congressional members and other elected officials, various local communities, and governmental agencies about the importance of CDBG- and HOME-funded projects and programs throughout Los Angeles County.

  • The program is one way to provide members of Congress with firsthand information and resources on exemplary community and economic development and affordable housing projects and programs within their respective districts which they can share with their constituents and the media. 

  • CREA raises awareness on the importance of these programs and ultimately supports our advocacy for continued funding of these vital federal programs.

  • CREA provides the participating members of Congress with a better understanding of the valuable work CDBG and HOME are doing in their respective districts and positively influences their support through the annual federal budget allocations.

  • Additionally, awardees will have the opportunity to be recognized for the hard work and dedication that they have provided to their respective communities through a photo opportunity and certificate presentation from their respective member of Congress.

WHAT'S THE PROCESS?

  1. Identify worthy CDBG- and HOME-funded projects or programs completed between January 1, 2017 and December 31, 2018 to submit for consideration.

  2. Download the Entry Form Application.

  3. Email the completed Entry Form Applications to diann.viox@lacdc.org by the due date of MARCH 15, 2019.

All entries will be reviewed by a committee of local government agency representatives and recommended winners will then be forwarded to each respective member of Congress. Based on the final selections made by each Congressional office, it is anticipated that the 2019 CREA winners will be notified by March 29, 2019.  Selected CREA winners will then arrange a meeting with the office of their respective member of Congress to receive their certificate of achievement and photo opportunity. 

If possible, the target time period for those meetings/visits is the week of April 22-26, 2019 to coincide with National Community Development Week and the congressional recess.
