The Community Development Commission (CDC)
administers the Community Development Block Grant (CDBG), HOME
Investment Partnerships (HOME), and Emergency Services Grant (ESG)
programs for the County of Los Angeles (County). As a condition
of funding for these programs, the County must submit to the
U.S. Department of Housing and Urban Development (HUD), a
Five-Year Consolidated Plan, including an Analysis of
Impediments (AI) to Fair Housing Choice.
HUD regulations require the County to certify
that it is affirmatively furthering fair housing. This
certification further requires the County to undertake fair
housing planning, which consists of the following: a) conducting
an analysis of impediments; b) undertaking appropriate plans of
action to effect change; and c) maintaining records to document
progress.
