The mission of the Housing Development and Preservation Division (HDP) is to help develop and rehabilitate affordable housing for renters, homeowners and special needs populations. HDP staff administer federal, state and local financing programs available to private developers, income-eligible homeowners, and nonprofit organizations.
A MESSAGE FROM THE DIRECTOR: LOIS STARR (Biography)
Helping others is a personal passion of mine and I hope to carry out our mission "Building Better Lives & Better Neighborhoods" in the various affordable housing opportunities for low- to moderate-income families and individuals in the unincorporated areas of Los Angeles County and participating cities. Given all the things occurring in the housing industry these days, our mission will certainly be a challenge and so very rewarding!
You are invited to browse the HDP web page, designed to be user-friendly. There is information about the various housing programs we administer such as our popular First-Time Home Ownership Program; the Single-Family Grant and Loan Program; the Residential Sound Insulation Program; and for private and nonprofit developers we have loan programs and bonds for construction of affordable single and multifamily housing as well as special needs projects.
We have included information about how our division is structured and how the various programs are managed. We hope to introduce additional information about future assistance to people searching for affordable, senior, accessible or special needs housing opportunities.
If you are someone searching for affordable rental housing, be sure to visit our link for the L.A. County Housing Resource Center that will provide you with lists of apartments with reduced rents. Landlords, management companies and other professionals can access information related to their business with our division.
We welcome suggestions in an effort to make the Internet a useful tool for public and professional use. Thank you.
